Project: Establishment of an agricultural standards certification and control mechanism in line with WTO-SPS requirements

Implementing the WTO-SPS system in the Ukrainian legislation and issues of inspection and control of product quality in line with WTO-SPS requirements

Within the framework of the project the national legislation is analysed from the point of view of its compliance to the international norms as for sanitary and phytosanitary requirements and also as for presence of technical barriers to international trade in it. Based upon the results a legal bulletin is issued on a quarterly basis concerning the issues on legislation in the SPS field in Ukraine. The bulleting contains a wide range of questions that could be useful for many public and state organs which work in this field or provide consulting or information about SPS, and also gives information on planned changes in the legislation. Besides, the Import-export guide is being developed and is due before end of July.

Transparency of standards and certification

During the last reporting period 74 European standards for agricultural products were translated, a great number of which concerns milk, meat and grain products. Active part is taken in development of the standards for kefir and sour cream which at this time are reviewed by the responsible institutions. Work continues on the standard for smoked sausages. Great attention is paid to development of standards for cereals. The project invited several EU experts to work in this field.

Informationexchangeas forquestions/actions of WTO-SPSand providing this information to all the stakeholders

A large amount of information on WTO requirements, SPS Agreement, standardisation and other issues has been collected, analysed and transferred to the relevant institutions. The project has almost completed the work on realising one of the requirements of the abovementioned agreement – establishment of an SPS Information centre. It will be located at the Ministry of Agrarian Policy of Ukraine. At this time the centre is complete with furniture and necessary computer equipment. There is one remaining issue concerning training for the staff of the Information centre which should be solved after the restructuring at the ministry. The Ministry of Economy of Ukraine will be the state organ where the Enquiry point will be located which will provide information on sanitary and phytosanitary issues.

Increasing awareness among the stakeholders as for liability for product quality and traceability of products of animal origin

Food safety and safety of raw materials is one of the key components of economic safety of each country and is defined by the ability to execute effective control of the production of good quality food based on measures accepted in the world.

Work continues in Kharkiv region, namely at Velykyy Burluk cheese plant where the international food safety system HACCP is implemented. Food chain is being researched from milk collection to sale of milk products using the “farm to fork” approach.

Scientific methods in line with WTO-SPS

The project pays great attention to dissemination of information among the stakeholders as for WTO-SPS requirements, innovations planned by the European Union and the World Trade Organisation. Documents are being translated; seminars are held (internal auditing, validation, quality control, etc.). With the help of the project the Central state laboratory of veterinary medicine was accredited. As of now it is accredited according to 32 parameters and its results will be acknowledged by the WTO and EU member states. Service contracts were signed for expanded scope of accreditation and inter-laboratory proficiency scheme. Equipment for the amount of nearly 500 thousand Euros was purchased as well as reference materials and chemicals.
